The HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) Survey is a standardized survey instrument and data collection methodology that has been in use since 2006 to measure patients’ perspective of hospital care.  While many hospitals collect information on patient satisfaction, HCAHPS (pronounced “H-caps”) created a national standard for collecting and public reporting information that enables valid comparisons to be made across all hospitals to support consumer choice.

Three broad goals shape the HCAHPS Survey. First, the survey is designed to produce comparable data on patients’ perspectives of care that allows objective and meaningful comparisons among hospitals on topics that are important to consumers. Second, public reporting of the survey results is designed to create incentives for hospitals to improve quality of care. Third, public reporting serves to enhance public accountability in healthcare by increasing transparency. With these goals in mind, the HCAHPS project has taken substantial steps to assure that the survey is credible, useful and practical. More information about HCAHPS Surveys can be found at

Community Health Needs Assessment

North Canyon Medical Center (NCMC), located in Gooding, Idaho, is a nonprofit corporation that operates a 15-bed Critical Access Hospital in Gooding County, Idaho. The Medical Center provides comprehensive inpatient, emergency, and outpatient services to the residents primarily of Gooding County and the surrounding areas. NCMC has undertaken a community health needs assessment; a process driven by recent passage of the Patient Protection and Affordable Care Act, which requires tax-exempt hospitals to conduct needs assessments every three years. The purpose of the community health needs assessment is to uncover unmet health needs that exist within the community NCMC serves. Through the assessment, input is gathered from the community and applicable needs are prioritized, with an implementation strategy created to address the prioritized needs.

Community Health Needs Assessment (CHNA) Implementation Strategy

The implementation strategy reports summarize NCMC’s plan to address the prioritized needs in the most recent CHNA. The hospital recognizes that the implementation strategies in these reports are to be used as a guide and will serve as a framework for addressing the identified needs. As the hospital moves forward, many resources, ongoing commitments and partnerships will be necessary to effectively assist in creating healthier communities in Gooding County and surrounding areas.
